Organizational History The Environmental Crime Unit of the Fort Bend County Sheriff's Department was formed in 1995 while under the County Road and Bridge Department. Its initial function was to assist in keeping the county roads litter free with the help of jail inmate labor and community service personnel assigned by the courts. Since that time the unit has transfered to the Sheriff's Department and has expanded to a point where it can now assist other jurisdictions with environmental enforcement matters, as well as conducting educational programs and assisting in recycling efforts. The Houston-Galveston Area Council and the Texas Natural Resource Conservation Commission have been instrumental in all phases of forming and expanding the unit. Under the leadership of Sheriff Milton Wright, Deputy Jimmy Winton heads the unit.
Adopt a County Road ADOPT-A-COUNTY-ROAD PROGRAM
This program ,which was patterned after the state Adopt-A-Highway Program, allows people to take pride in their roads while maintaining a liter free environment. Many county roads throughout the area are available for adoption. Large multi-color signs with the adopting group's name are provided, along with supplies. There is no charge and the trash will be removed to the landfill by the county.
Recycle Center RECYCLE CENTER
Fort Bend County has opened a recycling center on Homestead Road in Rosenberg. The center is there to provide a service to the residents of the county . The center accepts such items as #1 and #2 plastics, separated paper of all types, cardboard, clear and colored glass, and used motor oil.
Scrap Tire Recycling SCRAP TIRE RECYCLING
Used scrap tires up to 24 inches can be brought to the County Road and Bridge located at xxxFM 762 just West of FM 2759. There is no charge for depositing tires, but there is a limit of 8 tires and the program is for individuals only. No commercial businesses are allowed to use the facility.
ILLEGAL DUMPING A person commits an offense if the person disposes or allows or permits the disposal of litter or other solid waste at a place that is not an approved solid waste site, including a place on or within 300 feet of a public highway, on a right-of-way, or other public or private property, or into inland or coastal waters of the state.

A person commits an offense if the person receives litter or other solid waste for disposal at a place that is not an approved solid waste site, regardless of whether the litter or solid waste or the land on which the litter or other solid waste is disposed is owned or controlled by the person

A person commits an offense if the person transports litter or other solid waste to a place that is not an approved solid waste site for disposal at the site.

MISDEMEANOR CLASS "C" Illegal disposal of waste if it is 15 pounds or less or has a volume of 13 gallons or less.
MISDEMEANOR CLASS "B" Illegal disposal of waste if it is more than 15 pounds but less than 500 pounds or more than 13 gallons but less than 100 cubic feet.
MISDEMEANOR CLASS "A" Illegal disposal of waste if it is 500 pounds or more or has a volume of 100 cubic feet or more, or is for commercial purposes and weights more than 5 pounds or has a volume of more than 13 gallons.
